Does my main electrical panel need to be replaced?

If so, why? If a panel is undersized, in an improper location, or is an illegal brand. Federal Pacific, Zinsco, and Sylvania all need to be replaced; they are no longer UL listed.

What to do if I have an outlet that caught on fire?

Call an electrician out and have them service the outlet. Also, have them inspect the circuit and other parts of the house to make sure damage has not spread. In addition, look at the electrical system to prevent this in the future.
